Biratnagar: CA Chairman Subas Nembang on Saturday said the process for writing a new constitution was delayed due to delay in the formulation of CA regulations. Nembang attributed the delay in formulation of CA Regulations to dispute among the political parties over the issue of whip. Speaking at an interaction Nembang said writing a new constitution on time was a must to institutionalise the democratic republic. On the occasion, Nepal Ittehad Muslim Organisation felicitated Nembang.
