KATHMANDU, JANUARY 15

Three days after the authentication of four ordinances President Ramchandra Paudel has issued an Ordinance designed to amend some Nepal Acts relating to Land Management, 2025'.

President Paudel issued the ordinance on the recommendation of the Council of Ministers in accordance with Article 114 (1) of the Constitution of Nepal, according to the Office of the President.

On Monday, President Paudel issued four other ordinances, while the land-related ordinance was halted citing that it was still under scrutiny.

According to reports, the ordinance was stopped by the President's Office on the grounds that there was a provision to distribute forest and national park land to the landless Dalits and squatters who have lived on the land for a long time.

However, reports revealed that the ordinance was validated today as Prime Minister KP Sharma Oli made a commitment to the President to provide legal documents after the debate, discussion and amendments through Parliament.

By changing the law that prohibits the sale of land that is exempted from the limit but exceeds the limit, such land can be developed and sold within the specified period after taking approval, but the land allocated for public purposes cannot be mortgaged or sold.

Landless squatters would be provided with land ownership free and unorganised residents would also be provided with land ownership for a specified fee.

Earlier, Acts Related to Promoting Good Governance and Public Service Delivery, 2025, the Economic Procedure and Financial Accountability (First Amendment) Ordinance, 2025, the Privatisation (First Amendment) Ordinance, 2025, and the Ordinance to Amend Some Nepal Acts Related to Improving Economic and Business Environment and Enhancing Investments, 2025 were issued.

The cabinet meeting on Friday had recommended five ordinances to the president, following the decision made by the cabinet meeting on January 10 to do so.

However, the government has been facing widespread uproars and being criticized for introducing one ordinance after another while the convening of the winter session of Parliament was delayed.

The ruling government has been reiterating that the ordinance is being brought to accelerate the work amid the Parliament not being in session.

Additionally, the bill under consideration in the Parliament is being opposed after it was issued as an ordinance. However, Prime Minister Oli has been defending it.

Meanwhile, Prime Minister Oli had said that the ordinance related to land would be issued today with industrialists in Baluwatar this morning.

"There are some ordinances. Another land ordinance would come today to resolve some unsolved problems in the land."
