Statute is flawed, says Minister Yadav

Janakpurdham, October 4

Minister for Health and Population and Federal Socialist Forum-Nepal Chair Upendra Yadav today argued that the problem facing provincial governments was due to faulty provisions in the constitution, which was written in haste.

“As the statue is replete with defects, it has caused problems in each and every field. The charter, which was written in a rush will soon be amended to rectify the faulty provisions contained in it,” said Yadav at a programme organised to inaugurate a newly built building of Janakpur Zonal Hospital today. The minister also handed over medical equipment to the hospital.

At a time when Province 2 Chief Minister Mohammad Lalbabu Raut is complaining about lack of support from the federal government, Yadav has directed the provincial government to form its own public service commission and initiate the staff recruitment process.

“The provincial government must form its own public service commission for development of the province and form a necessary act in order to recruit required staff on contract basis. It doesn’t suit the provincial government to sit idle, blaming the federal government for its inaction,” he said.

Citing lack of manpower at hospitals outside Kathmandu valley, the minister attributed the same to reluctance among health workers to serve in facilities outside the valley. He also suggested that the provincial government develop the zonal hospital as a provincial hospital.

On the occasion, Province 2 Chief Minister Raut said his government was planning to bring special programmes to improve the education and health sector in the province. “We won’t spare anyone involved in irregularities and will remove unnecessarily recruited staff from hospitals,” he vowed.

Financial Affairs and Planning Minister Bijaya Kumar Yadav and Social Development Minister Nawalkishor Sah of the province also spoke on the occasion.
