The Ministry of Federal Affairs and General Administration has provided the model 'Thematic Committee (Operation) Procedure, 2022' to all the local levels to help them make the operation procedures of various thematic committees formed by the Village/Municipal Executive more effective and result-oriented.
The procedure will come into force upon its publication in the Local Gazette. As per the procedure, each thematic committee of the local level will have three members under the coordination of a member of the Village/ Municipal Executive. The tenure of the coordinator and members of each thematic committee will be five years.
The thematic committees include social development committee; infrastructure development committee; economic development committee; forests, environment and disaster management committee and good governance and institutional development committee.
Each thematic committee will be required to formulate periodic plan and sectoral strategic plan of the local level concerned in line with the jurisdiction of the committee.
"While preparing the periodic plan and sectoral strategic plan, the thematic committee will outline the baseline data and situation of their working area, make estimation and projection of sectoral resource and develop results framework, prepare key sectoral projects and programmes, among others.
Earlier, the MoFAGA had issued the 'Local Economic Development Evaluation Procedure, 2022' to assist the local governments in promoting local economic development via evaluation of overall aspects in their respective areas. The procedure has determined three thematic areas for evaluation of local economic development.
They include economic policy and plan, economic development infrastructure, economic empowerment, and entrepreneurship development and industrial promotion. This procedure requires the District Coordination Committee to carry out evaluation of local economic development indicators by itself or through a third party. The evaluation is carried out on the basis of details entered into the web-based system by the local levels concerned.
As per the MoFAGA, the DCC will conduct evaluation on the basis of details received from the local levels and disclose the final results.
The DCC may coordinate with the representatives of industry and business sectors for evaluation.
