President to address CA function during promulgation of Nepal's Constitution 2072

KATHMANDU: President Dr Ram Baran Yadav will address the special function organised for the announcement of commencement of Nepal's Constitution 2072 at Constituent Assembly's ultimate meeting on Sunday late afternoon.

Arrangements for the President's speech have been made at the CA, according to a highly placed CA source, who did not want to be named.

The speech, however, will have to be passed by the Cabinet.

Amid a virtual standoff between him and the three major parties, a meeting of Nepali Congress, CPN-UML and UCPN-Maoist on Saturday decided to include the ceremonial Head of the State's speech in the special function during the promulgation of new charter.

President Dr Yadav had urged the major parties and the CA Chairman to put off the process of voting on the draft constitution in order to bring on board the Madhesi parties that left the CA expressing their reservation over the number and demarcation of purported federal units and resorted to protests. The three parties, however, stuck to their stances that the constitution delivery could not be delayed further as the agitating parties did not come for the formal talks ignoring their repeated calls for the dialogue.

After 537 out of 598 existing  CA members signed on five copies of it on Friday, the CA chairman, Subas Chandra Nembang, has already authenticated the historic charter that the people-elected sovereign body made.

As per the provisions in the Interim Constitution and the Constituent Assembly Rules, President Dr Yadav is scheduled to unveil the new constitution tomorrow.

Meanwhile, CA Chairman Subas Chandra Nembang has said that the CA members, who missed on the opportunity to sign on the new charter before its authentication yesterday, will be allowed to put their signatures if they will to do so till 4 pm tomorrow.

A total of 61 lawmakers, including 58 of Madhesi parties and Prabhu Sah of UCPN-Maoist who boycotted the voting process as well as Pradeep Giri and Sheela Khadka of Nepali Congress who did not take part in the CA meeting that endorsed the draft constitution, have not signed on the copies of new charter.
