The Ministry of Finance (MoF) has directed all the ministries to prepare and submit their budget plans for the upcoming fiscal year 2021-22.
The MoF sent a letter to all the ministries on Monday requesting them to prepare their budget proposals based on the budget ceiling provided to them. Moreover the ministry has set some guidelines for the ministries for the budget preparation.
The MoF has directed the ministries to prioritise mandatory programmes and projects before proposing budget for other projects and programmes.
Similarly, mid-term expenditure structure should be prepared, and the achievement indicators should be clearly mentioned in the budget. The guideline has also directed to propose budget only for programmes which have made preparations for expenditure-related activities.
Meanwhile, the guideline has stated that discussions will be held with the concerned regional ministries on the projects and programmes to be implemented through conditional grants. Also, projects estimated to cost more than Rs 500 million to build should be included in the project bank.
The finance ministry has also directed other ministries to try to meet the completion deadlines of projects that are to be completed within the current fiscal year. The guideline has also directed the ministries to send the required data for economic survey and annual report on time.
According to the MoF Spokesperson Suman Dahal, the ministries have to submit their budget proposals to the finance ministry by March 28.
As the next fiscal year is nearing, the finance ministry has started making preparations for the federal budget. Amid this, the ministry is also collecting recommendations from the stakeholders for the upcoming budget.
