KATHMANDU, JULY 15

The National Human Rights Commission has taken decisions on the rights of trafficking victims to ensure justice for them.

A meeting of the rights body held earlier this week decided to recommend the Government of Nepal to provide a relief amount of Rs 300,000 to a minor girl (name withheld) of Kapilvastu district. Similarly, it has decided to draw an attention of the Ministry of Foreign Affairs, the Embassy of Nepal to India and the Ministry of Women, Children and Senior Citizens to the condition of that girl. According to the NHRC, the girl was rescued by Delhi police from a hotel in New Delhi, India in 2018, besides arresting a perpetrator who trafficked the victim to India.

A kidnapping and sexual offence case against the perpetrator is sub-judice in Delhi-based Patiala House Court. The victim needs to frequently shuttle between New Delhi and Nepal for a court trial, and she is still in a vulnerable condition. Bearing it in mind, the NHRC wanted the government to provide her Rs 300,000 as cash relief.

Similarly, the rights body had decided to write to District Police Office, Sindhupalchowk, directing it to register an FIR on an incident of trafficking and conduct an investigation into the case. A minor girl had lodged a complaint with the NHRC, stating that DPO, Sindhupalchowk had refused to register an FIR against a perpetrator, who allegedly trafficked her to Kathmandu on the pretext of providing a job. A woman, who is also her relative, had allegedly attempted to sell her to somebody in Kathmandu in 2018.

Likewise, the NHRC has decided to make policy recommendations to the Government of Nepal regarding two other trafficking victims.

They are from Rupandehi.

One of them was allegedly trafficked to Kuwait in the course of foreign employment in 2016. Similarly, other victim was allegedly trafficked to Oman in 2015.
